System Safety Engineer
Location: ESTEC (ESA), Noordwijk, The Netherlands.

Duration: 1 year with possible extention
The core activities for this post are envisaged as follows:

This post covers activities in support of the ESA ISS Utilization Department. The main activity under this WP is to provide system safety engineering support to ESA ISS Payload Safety Review Panel (PSRP).

PSRP is a multidisciplinary panel of specialists from various technical and functional areas (structures, power/avionics, laser, ISS operations, etc.) which reviews and grants flight safety certification (for on-orbit operations and transportation by Shuttle or ATV) to ESA ISS payloads/cargoes, under a co-ordination agreement with NASA.

The panel Chairman reports to NASA Safety for matters related to ESA payload/cargoes certification status and to D/HSF for organisation matters. The ESA ISS PSRP performs safety reviews at payload (development) level, payload integration level (racks and Columbus), and similarly for ATV cargo.

For the preparations and conduct of formal safety reviews and to follow up the relevant action items, the PSRP is supported by a system safety engineering support team to perform the following technical and administrative ground-work tasks: a) appraisal of adequacy (completeness and technical content) of received Safety Data Packages; b) assistance to Payload Developers in the interpretation of technical safety requirements; c) tracking and processing of Action Items responses and safety verifications closeouts; d) support to CoFR process (Certification of Flight Readiness); e) issuing official minutes of meetings, loading of formal safety data into the NASA DMS, scheduling and planning, etc. The system safety support team maintains also all necessary liaisons with specialists teams at NASA (e.g. Toxicologist, Biological Review Board, EVA) for the relevant mandatory data submittals. Outside the scope of the ESA ISS PSRP, the safety engineering team provides additionally support to ESA projects for achieving safety certification of payloads/cargoes to be transported and/or operated on Russian vehicles and elements. The team provides also safety engineering support during missions/increments preparation and execution, including safety assessment of on-orbit anomalies. Finally the team performs a number of review tasks in the field of ground safety and assists the projects in obtaining the relevant launch centre safety certification.

The administration of the ESA-PSRP is performed (as additional task) under the overall direction of a senior system safety engineer. Such function is called ESA-PSRP Executive Secretary. The day-by-day administrative tasks are instead performed by the ESA-PSRP Technical Assistant.

Tasks:

  • Providing technical support for interpretation of safety requirements, and for impact evaluation of new/revised requirements.
  • Reviewing flight and ground safety analyses and safety compliance data packages prepared by industrial contractors, experimenters, agencies, and commercial companies and provide detailed written assessments.
  • Providing written technical assessment of payload/cargo design and operation respect to special problem areas and possible suitable alternate solutions.
  • Producing, when required, complete Safety Data Packages, including summary technical description, safety analyses, and hazard reports.
  • Tracking implementation of safety verifications identified in Hazard Reports.
  • Preparing and support payloads and cargos safety reviews, including consolidation of initial findings from technical discipline experts and functional areas representatives.
  • Providing safety engineering support to Acceptance Reviews, Test Reviews, and late-access verification activities at launch site, as required.
  • Providing safety-engineering support during mission preparation and execution.
  • Providing integrated Safety/RAM assessment of on-orbit anomalies.
  • Verifying flight and ground procedures that include procedural hazard controls, for compliance with relevant baselined hazard reports.
  • Processing cargo safety certificates and attached supporting documentation prepared by cargo providers.

  • Scheduling of safety reviews and of follow-up activities in accordance with applicable process requirements and in coordination with the ESA-PSRP ExSec.
  • Take detailed minutes of formal safety meetings and ensure their receipt, approval and distribution internally and externally to ESA. (Note: such minutes are one of the main historical records of the technical discussion during safety review. They are frequently consulted by ESA and NASA safety managers and engineers).
  • Tracking, collecting and reviewing status and when necessary, soliciting responses to Action Items assigned during safety reviews in coordination with nominated experts.
  • Liaise with counterparts to ensure that safety data packages are received on time, and ensure their internal distribution to ESA PSRP members and technical support;
  • Maintain the complete safety certification data file (paper/electronic) of each payload reviewed by the ESA-PSRP, including data entry into NASA/ESA on-line data bases. [Note: the safety data file is audited every year by a NASA team].
  • Tracking/archiving of formal safety documents released and approved by the ESA PSRP.
  • Distribution to ESA-PSRP members of technical and process documents released by NASA (Reports, TN, CR, MoM etc.).
  • Support payload safety engineers in the administration of the safety verifications closeout process.
  • Ensure the proper set-up of the meeting rooms for formal safety meetings, in particular with reference to audio-visual equipment necessary to support teleconference with NASA via Webex.
  • Maintain under configuration control the ESA-PSRP internal procedures and baseline documents.Maintain current the PA&S office website safety pages (safety baseline documents and master schedule of safety reviews).

Secretary/ Documentalist support
Location: ESTEC (ESA), Noordwijk, The Netherlands.

Duration: 1 year with possible extention
The Engineering Control Board Charter handles the following types of issues:

  • NASA changes affecting the ATV,
  • ESA Contract Change Requests (ECRs) and the related response from the Contractor: Contractor Change Notice (CCNs);
  • Request for Waivers (RFW),
  • Safety Non Compliance Reports (NCRs),
  • Preliminary Interface Revision Notes (PIRNs) (i.e. changes against International Space Station (ISS) Interface Control Documents (ICD s) and other documents),
  • Interface Revision Notices (IRNs) (against ATV Control Center (ATV-CC) ICD, Master Data Base (MDB)- Operational Data Base (ODB) ICD etc),
  • Point Ouvert / Change Proposals (PO/CPs) raised by the ATV Contractor
  • Operational Change Requests (OCRs) (i.e. between ESA and the International Partners NASA and the Russian Space Agency)
  • Internal Operational Change Requests (IOCRs) (i.e. between ESA Operatoins (OPS) (representing the Ground Segment (GS) and ESA Human Space Flight (HSF) departments (representing the Flight Segment (FS) w.r.t. ATV).
  • etc as per the Engineering Control Board (ECB) Charter


Tasks:

  • Act as secretary to the Engineering Control Board (ECB).
  • Establish a folder in Document Management System / eroom or other suitable medium for each of these topics (or populate the existing ones). This folder /eroom shall be accessible to relevant parties (i.e. ESTEC, Toulouse, Astrium) (note that some items might be internal to ESA).
  • Be the focal point for all members of the ECB who want items to be treated at an ECB. Collect the inputs as they arrive, file the inputs in the relevant folders, Group them into batches and schedule them for a suitable ECB (in coordination with the ECB Chairman).
  • Prepare and send out the agenda for the ECB (on the Thursday preceeding the meeting (tbc))
  • Attend the ECB and write the minutes
  • Ensure that the minutes are sent out.
  • Establish a tracking list for ECB actions. Track actions taken during the meeting and follow up with team members so that the actions can be closed out.
  • IOCRs: Collect the input from the designated team members. Put the IOCR on the ECB agenda. Reflect the ECB decision in the IOCR form (update it) and send the form (on an individual basis) to OPS and / or Astrium following the meeting (as per the agreed IOCR process). Maintain the FS IOCR tracking list (complementary to the ESA-OPS one in order to show status of FS ECB processing and feedback)
  • CPs : (Astrium maintains the tracking list including the impact on various documents / products): Help ECB members ensure that the changes are implemented in the relevant Ops Products
  • OCRs: Prepare the FS position (in coordination with the Deputy Mission Manager). Coordinate with Astrium in order to get their feedback. Put the OCR on the ECB agenda. Reflect the ECB decision in the FS OCR form and send the form (on an individual basis) to OPS and Astrium. Maintain the FS OCR tracking list (complementary to the ESA-OPS one in order to show status of FS ECB processing and feedback)
  • Support to Deputy Mission Manager outside ECB for managing the interface with ESA OPS Ground Segment (GS) and the various ATV Operational Control Boards (AOCB)
  • AOCB: Act as focal point for ESA-OPS. Documents are sent to FS for comment. Maintain the tracking list, ensure the distribution to the appropriate team members, assign proper deadline, follow up so that comments are received, check the comments with the Deputy Mission Manager and then send the file back to ESA- OPS
  • AOCB: track the meetings to see when the documents are approved


Position Information:

Specific Qualification Requirements:

  • Fluent in English; knowledge of another member state language is an asset
  • Minimum 3 years experience in a comparable task
  • High level of flexibility
  • Highly proficient in MS office, Lotus Notes and other personal computer software
  • Good organisation skills, good communication skills
  • Ability to cope with pressure and work in a team
  • Ability to establish and maintain effective working relationships with the outside world
