Job title:                                   Payload Operations Engineer to Support to the ISS Increment Operations Services (1)

 

Location:                                 ESTEC, Noordwijk, The Netherlands

 

Description:

The core activities for this post are envisaged as follows:

·        Support to Strategic and Tactical Planning (development/update of IDRD main book and annexes) and Increment definition (Feasibility Assessments, ESA IRD establishment)

·        Support development/review/implementation of payload end-to-end scenarios, operations concepts and implementation plans

·        Support development and review of payload operations products (generic/increment-specific) and supporting material (ops manuals, PODF procedures, OIPs/JOIPs, Flight Rules, Payload Regulations, Groundrules and Constraints)

·        Support Analytical Integration activities and Columbus element level analyses (e.g. topology, payload compatibility, operations and engineering feasibility assessments)

·        Review of Increment and stage Planning Products, i.e. Planning Requests, Flight Programme Overview, OOS, etc.

·        Support to payload and system level simulation activities

·        Participating to establishment of simulation scripts

¡        Assess adequacy and implementation of the Payload Operations Concepts and of OIPs/JOIPs and of USOC Ops Teams setup

¡        Follow the payload operations implementation by USOC Ops Teams and Col-CC interfaces

·        Participating to simulation debriefing and reviewing results/reports

·        Support the execution of payload operations in ISS increments:

¡        Ops management support (ESA Payload Ops Manager, POM; ESA Mission Management Team, MMT; Col-CC)

¡        coordination of USOCs activities

·        Support for anomaly resolution

·        Provision of payload operations interface to external entities such as

¡        D/OPS-HI

¡        Operation teams from USOCs and Col-CC

¡        ESA Payload Development Teams

¡        Industrial Operator Team (IOT)

¡        NASA (JSC, MSFC)

·        Payload Operations representation at various forums (IIT, PMR, EFRCB, EJOP, ESA/MSFC TIM, POIWG etc.)

·        Support to ESA management

¡        Statements of Work (IOT, USOCs)

¡        Coordination of USOCs, IOT and Col-CC

·        Support to the various ESA Working Groups and Teams

¡        Payload Control Board

¡        Increment Integration Team

·        European Data Integration Team

¡        ESA/NASA Simulation Working group

¡        ESA/NASA MSFC TIMs (POIWG, Payload dedicated TIMs).

·        Support to development/update of ESA processes related to increment preparation in general and to payload operations specifically (e.g. ESA PCB)

·        Deputy to the HME-GOP Section Head on specific matters

·        Inputs/comments to development of operation products

·        Inputs/comments to Strategic and Tactical Planning documentation

·        Inputs for Increment Definition and Increment Integration

·        Inputs/comments to end-to-end scenarios, operations concepts and implementation plans

·        Inputs/comments to USOCs and EPT for development of Planning Products

·        Simulations inputs and participation

·        Comments to design reviews data package (PDR, CDR, FAR)

·        Inputs to ESA management for write-up of SOWs and Work Packages definition for USOCs and IOT activities

·        Inputs to ESA management for USOCs and IOT progress reviews

·        Inputs for development/update of ESA processes

·        Summaries from activities as HME-GOP Section Head Deputy

Position Information:           

·         Education level:                        University degree or equivalent in Engineering (Mechanical or Electrical/Electronic Engineering preferred)

·         Experience:                               normal

·         Specific Qualification Requirements:

    • Experience in coordinating and managing projects in the area of International Space Station related subjects, preferably with emphasis on operations preparation and execution

·         Support Period:                         present to 31 Dec 2010 with possible extension

·         Location of work:                      On-site at ESTEC

·        Support to development and review of generic and increment-specific payload operations products and supporting material (ops manuals, PODF procedures, OIPs/JOIPs, Flight Rules, Payload Regulations, Groundrules and Constraints)

·        ESA-level Coordination of payload and experiment data management (ground and on-board);

·        Review of Increment and stage Planning Products, i.e. Planning Requests, Flight Programme Overview, OOS, etc.

·        Interface with international partner for payloads data management aspects;

·        Support to Operations Simulation preparation and conduct;

·        Review of payload and experiment display with respect to ESA and ISS graphical standard requirements;

·        Support the development and maintenance of Payload Regulations, Flight Rules, and Ground rules and Constraints

·        Support to payload design and final acceptance reviews;

·        Provision of payload operations interface to external entities such as

¡        D/OPS-HI

¡        ESA Payload Development Teams
